CST unveils documents to boost Earth Observation services in Saudi Arabia

Riyadh, April 16, 2024, The Communications, Space, and Technology Commission (CST) recently unveiled two significant documents aimed at fostering the growth of Earth Observation (EO) services in the Kingdom of Saudi Arabia. The first document, titled "Earth Observation (EO) Platform Regulations," and the second document, "Application for Obtaining a Permit to Provide Earth Observation (EO) Platform Service," outline key regulations and requirements for entities interested in establishing and operating EO platforms.

The primary goal of these regulations is to create a conducive environment for the private sector to develop Earth Observation services and innovative businesses. By enabling the establishment of EO services markets, the CST aims to bolster the Kingdom's gross domestic product (GDP) through the creation of value-added products and services.

One of the key initiatives outlined in the regulations is the issuance of the first permit in the Space sector within the Kingdom. This permit will be granted to an entity responsible for operating an electronic platform designed to collect, process, and distribute EO data. The platform will play a crucial role in gathering data from satellites, including imagery for monitoring natural phenomena, environmental conditions, and weather patterns.

Moreover, the regulations aim to facilitate collaboration between EO data providers and value-added service providers. This collaboration will spur the development of value-added programs and products, enhancing the overall ecosystem of EO services.

The "Application for Obtaining a Permit to Provide Earth Observation (EO) Platform Service" document provides detailed guidance for applicants seeking to obtain the permit. It outlines the necessary requirements, obligations, and measures to ensure user rights, data security, and preservation.
