Saudi Arabia’s Ministry of Interior has documented 21,651 violations of residency, labor, and border security regulations during a comprehensive nationwide inspection campaign conducted from October 23-29, 2025. The systematic enforcement operation demonstrates the Kingdom’s ongoing commitment to maintaining robust border security and ensuring compliance with national employment regulations.

Comprehensive Enforcement Actions

The violations identified during the week-long campaign span multiple categories, with 12,745 residency violations forming the largest segment, followed by 4,577 border security infractions and 4,329 labor law violations. Border authorities successfully intercepted 1,689 individuals attempting unauthorized entry into the Kingdom, with the majority comprising Ethiopian (53%) and Yemeni (46%) nationals.

In a parallel operation, authorities apprehended 21 individuals involved in the illegal transportation and harboring of unauthorized residents, highlighting the Kingdom’s zero-tolerance approach to human trafficking and illegal immigration facilitation.

Processing and Repatriation Efforts

The Ministry’s data reveals that 31,826 expatriates are currently undergoing regulatory procedures, including 30,151 men and 1,675 women. As part of the Kingdom’s systematic approach to managing unauthorized residents, 21,980 individuals have been directed to coordinate with their respective diplomatic missions to secure proper documentation for legal exit.

Furthermore, 5,010 individuals have received instructions to arrange their departure, while 13,279 have already been repatriated to their home countries, demonstrating the efficiency of Saudi Arabia’s administrative processes.

Legal Framework and Public Safety

The Ministry of Interior has reinforced its warning about the severe consequences of facilitating illegal entry or providing assistance to unauthorized residents. Violations can result in imprisonment for up to 15 years and fines reaching SAR 1 million, along with the confiscation of vehicles and properties used in such activities.
