Saudi Arabia’s Communications, Space and Technology Commission (CST) has achieved multiple prestigious awards at the fourth Digital Government Forum in Riyadh, marking significant progress in the Kingdom’s digital transformation journey. The commission secured a notable 10th position in the Digital Transformation Index 2025 with an impressive score of 93.3%, while also claiming leadership in the Technology, Transport, and Media Group.
Digital Excellence and Innovation
The CST’s remarkable performance includes receiving the Maturity Certificate for Free and Open-Source Software Adoption at level 3, demonstrating the organization’s commitment to technological advancement. A standout achievement was earning the certificate of excellence for the best e-participation initiative, recognizing the successful development of the Regulations Platform, which leverages generative artificial intelligence (GenAI) to streamline regulatory processes.
The commission’s digital transformation journey shows consistent excellence, maintaining its position among the top six government entities for three consecutive years. This trajectory is evidenced by its fifth-place ranking in 2022 (90.8%), third place in 2023 (93.25%), and sixth place in 2024 (93.84%).
Technological Leadership and Implementation
A particularly notable achievement is the CST’s third consecutive first-place position in the Emerging Technologies Adoption Readiness Index from 2023 to 2025. The commission has successfully developed and implemented over 60 digital projects, complemented by a comprehensive human-resources development strategy that encompasses various skill-building initiatives and training programs.
The Regulations Platform, powered by AI technology, has demonstrated remarkable efficiency by reducing public feedback analysis time by 90% while maintaining a 95% user satisfaction rate. This platform manages the entire lifecycle of regulatory documents through three key stages: initial issuance, public consultation, and final approval and publication.
Risk Management and Digital Sovereignty
The CST received special recognition for its excellence in risk and business continuity management within the Digital Transformation Measurement 2025. This acknowledgment highlights the commission’s sophisticated approach to identifying and mitigating risks that could impact digital service delivery and operational continuity.
